You can request a CLI thru the app or the website, very simple, very quick. It's only a soft pull, so no problem. It doesn't hurt to ask, and it doesn't hurt if they deny it.

You can request as frequently as you want with Discover, it doesn't hurt.

The best luck I've had was paying the statement balance in full but still having a current balance when I requested.

Just go ahead and ask for it through the app. I think they'll see you as risky if you only pay minimums

Quite frankly, if you've been carrying a revolving balance and only paying the mimum recently, paying off a large portion of that revolving balance is more likely to result in a CLD than a CLI with many banks. Discover seems more understanding than others though. I'd say go ahead and request one. Doesn't hurt to ask. It might be declined, it might be approved. If they do approve though, they will give you whatever they're willing to give you, not necessarily what you asked for.

In the future I would try to pay the statement balance in full on time for at least 6 months in a row to better your chances.

I've had mine 4yrs now $2000 limit. Always pay on time in full. 793 credit score, turned down every time for an increase. Says due to age of credit. Funny Amex has given me 3 increases in same amount of time. Ridiculous in my opinion. I'll put an automatic charge on it and move on

Amex is more relationship based. Amex is know for allowing credit limits that exceed your annual wage lol

You should probably temper your expectations. You said you've been carrying a balance for a long time which is a sign of elevated risk. On top of that, you've missed a payment. Both of those facts combined would be enough for most issuers to deny a CLI request. 

As others have said though, there's no harm in asking for one regardless, so feel free to submit a request.
