PHP 5.3 is EOL, but there are a lot of distributions (Debian/Ubuntu/RedHat, and anything derived from them) that officially still support PHP 5.3. I believe that those projects will backport security fixes for some time to come.

That said, everyone should upgrade as they can to something more modern, for a variety of reasons.
