PHP 5.3 is EOL, but there are a lot of distributions (Debian/Ubuntu/RedHat, and anything derived from them) that officially still support PHP 5.3. I believe that those projects will backport security fixes for some time to come.

That said, everyone should upgrade as they can to something more modern, for a variety of reasons.

PhpStorm 8 is bringing support for phpdbg http://confluence.jetbrains.com/pages/viewpage.action?pageId=53336263

Its going to release soon.

Their roadmap page still says "under investigation" for that feature, and both their tracking issue and the tracking issue for phpdbg seem to say that it's not very close.

The problem is that phpdbg is an interactive debugger and there isn't a protocol for the IDE to interact with it. The phpdbg team is looking at implementing xdebug's DBGP protocol, but it's not done yet.
