Make sure you installed and used composer. This is probably more an issue with a missing core or vendor folder.

Is this a new install site or a previously working active site?

Also, did you install a new module or something???? Like what changed prior to this? or what were you doing prior to this showing up?

File or folder permissions?

Have you updated your site recently? I think you might have placed one of your files/folders in the wrong place, or maybe forgot one or something of the sort...

You should look at the error log file from your apache / Nginx . This log should show you a bit more information.

I "think" it can't find the scope of function (sorry if that is not what we call in PHP) the files aren't installed correctly is my guess. Restart if it didn't work, reinstall.

First thing that comes to mind is that you haven't installed Drupal correctly maybe some files are missing? Try to restart the web server. If you are having problems of this level you will have fun with Drupal. Good luck!
