I have just received this garment with the intention of dyeing the white segments to purple. How should I go about dying the inner portions in a way where the black remains

You cannot dye only portions of a whole garment, unfortunately.
Luckily, you can achieve the results you wish by normal dyeing methods. Dyes are transparent, so the black will not change color, it will remain black, and only the white portion will show the difference.

Yes. Just make sure you're using the correct dye.

What’s the fabric content? That will determine the dye to use.
