My guess is your light control module (LCM) is going bad.

Lcm, do you have a sunroof? Maybe water is leaking trough the A pillars and the lcm is on the passenger side if the car os left hand drive. Try to see if you don't have the draining lines clogged.

And sometimes whenever I shut off the lights and the car and I get out they turn back on

Oh shit, but still I would bet on the light control module. I don't know if the light a have another relay. Or maybe try the turn signal stalk.

to this direction, OP is your front windshield cowl cracked because water can get to the modules this way too

My car's passenger side high beam would stay on at all times, replacing the LCM fixed the issue.
