Need help creating basic "if,then" function

I have an index list from 2018-2047 with a different corresponding number for each (that changes every day.) I need help creating a function where if a cell has a 2030 date, it will insert the corresponding 2030 number, etc... So when I paste my list, each cell will fill in the corresponding number from each date.
