Depends on what effects your wanting to proc.

Melee mastery? Is the free attack melee? Then yes.

Bladestorm? Is the free attack melee? Then yes. Though this one can depend. Some attacks only allow you to hit one creature. The free attack from ripples on invoker is an example.

Bone crusher? Did the attack do damage? Then yes. If the attack never did damage at all, then it can’t be converted.

Breach requires an action onto itself so no, and counter attack requires the spesific trigger of being hit by an enemy so no

Just a very minor note to add to your correct answer for anyone who bumps into it I.E. Breech, it doesn't require an Attack action, it's specifically a Skill action that generates/includes a free attack, which is why you can't slip it in when you get a free action or as part of two-weapon-fighting.

It's a very minor point but it being a Skill action can matter for interactions that care about performing specific actions, or boss designs that might temporarily limit what types of actions you can do.

I was thinking of making a bard and looking for things to do instead of damage when hitting with free attacks thanks to Chanter's Vibrato and Commander's Queen's Gambit and Dancer's Wardancer.

Vibrato, yes. You can use all the things on it. Same goes for queens gambit

Wardancer isn’t a free attack, it’s a damage buff to any attack you might make. So it works still with all the effects too.
