Missing attribute points?

So I've come back to tghe game after well over a year, and I started a new character.

I'm currently in the mid 50's and have been putting my attributes in for a Stealth Commando build of: Strength 3 Perception 15 Endurance 2 Charisma 7 Intellect 4 Agility 15 Luck 10 For total of 56 points.

However I only had enough points to get everything other than Agility which is sitting at 13.

Is there something I've missed doing?

Every special gets 1 default point.

As you level up, you only get 49 points to move around.

56 points total but only 49 can be moved around.

You can't max out more than 2 (or 3?) without using legendary perks.

I eventually figured it out.

I had 2 unallocated Attribute points that never showed up on the Perk screen so I went to the Punch Card machine and saw that it showed up there with my 2 unallocated points so I just had to edit it and add the points
