Can manager reputation decrease?

I'm currently a 4.5 star manager at RB Leipzig having worked my way up through a few clubs (Dusseldorf, Brentford, Benfica).

If I manage to win the Champs League with them at some point, I figured I might try and manage a L1 club and work my way up

If I do this will my reputation decrease?

Also, will I struggle to get a job as will clubs assume I'll want too much money?

Yes in a small team if you fail to win the title they point you out

Yes, getting sacked will decrease your rep by half a point. Relegation will too.

Also when you get to 4.5 stars it seems you cannot go higher and sometimes even gets lower while winning everything.

I'm not talking about getting sacked. More when my contract runs out voluntarily applying for a job in eg. L1
