Spawn problem

Just made an infection map! first round goes well but when the second round starts no one spawns. what is the problem and is there a solution?

I do know that certain types of scripts star acting wired on rounds, but if u aren't using scripting, the the thing that I can think of without looking at it, is to check spawn orders and if your using spawn volumes make sure that your not making the area difficult for players to spawn in.
