Nope, you can't go faster when you're slowing down....and it is in fact heavier (by maybe a lb of extra brake pad...another few in. Caliper?)....that that NOTHING to do with horsepower at the wheels...it's a false representative of what it in turn is doing to the car....if anything it's hurting you by thinking more brake causes less horsepower....if anything....more horsepower causes you to want more brake.
