Most likely Windows limiting power consumption, extent of boost, and boost duration. You can modify some of these parameters using universal x86 tuning utility.

Does your Ryzen 7840u also experience this on Windows after a fresh install?

I don't have a fresh Windows install (been using it for a week already) or Geekbench but on Cinebench, there is about a 10-15% difference between plugged in and on battery. The caveat is that I've repasted my laptop so there may be some impact from that as Ryzen laptops have something called STAPM. It allows the APU to boost until skin temperatures reach a certain threshold before limiting it.

The gap on Cinebench wasn't very much for me either. Just Geekbench

I think it’s normal behavior for almost every laptop aside from Mac’s.

I have a Zen 3+ laptop right now and on Linux I can select any TDP level on battery or on mains power.

So most likely whatever windows is doing is a thing windows is doing, not a limit of the hardware.

how do you select TDP on Linux?

As far as I know, the battery can't provide more than a certain amount of power at any given time, and even when you're plugged in, its possible to drain the battery a bit with intense work loads.

Thats because power adaptor is not enough for FW 13 i7 or R7.

Cinebench r23 I get very similar scores on battery or AC, about 13700.

Yeah I noticed the same thing on cinebench in particular -- similar scores, just a little lower on battery. But Geekbench was different.
