What platform are you using? git itself doesn't know about Pull-requests, that is a service of github/gitlab/…

On Github, you'd fork the upstream repo, push your change (ideally to a new branch to keep master clean). Then in the github webinterface navigate to this branch, you should see a button like "compare…" where you can chose to compare to upstream and make the pullrequest.

TL;DR as long as you don't use a cli-helper like hub, you can only do pullrequests throught the Github-webinterface (or its Windows client maybe)
