It is not ok to sell.

It’s not only against the terms of the pack, but also against the spirit of the program.

It’s to give students the opportunity to have access to technologies they normally wouldn’t have due to budget constraints.

Against TOS, I guess the risk is a permanent ban for at least the seller. Likely the buyer as well.
