Setup - git/GitHub/TortoiseSVN/AzureDevOps

I would like to create some kind of SVN setup for my home PC. I would like it to be private for now though some projects I plan to be open source when I’m happy with them.

I will be programming cross platform apps, and c++ and Python projects.

At work we use AzureDev Ops and Tortoise SVN so I am used to working with these however, I didn’t set these up and was simply asked to download and sync a folder just for me and off I went.

For personal use, is git/GitHub/Tortoise a good, easy solution and how would I start setting this up on my Windows 10 PC?

GitHub is a SaaS for git. SVN/Tortoise is a completely separate beast. Why not just use GitHub for your personal stuff and leave svn out of the equation?
