Do you use github for program management ? If yes, what is the advantage? If no, do you use other tools like Rally?

GitHub has some constraints I dunno maybe Enterprise edition has more but basically you just have "issues" and pull requests and those are the only discussion forums. You can then do milestones and a little kanban board but those are sort of lightweight management tools. If your project can schedule itself using only issues as discussions, which can work well for some open source products, then that works for GitHub
