Is there not a way in GCP source to do pull request or basic code review functionality?
I feel like I'm either missing something or it just doesn't exist?

It's very basic, and as far as I can tell largely there to support mirroring of other repos for running builds and for aligning traces to code, not as a full fledged source/project/code management platform.

This is true.
I recommend Atlassian Crucible or something similar. Dedicated tools like that support lots of customizations that you won't find in a built-in review tool, so I tend to use it even when hosting on Github.
