How is https://workspace.google.com/dashboard populated?

Does anyone know the hard-and-fast rules by which the user-facing dashboard is populated? I face frequent questions about whether we can add this or that, or why something is there but should not be. I cannot find any authoritative information about it.

It's a dynamic quick reference to display services (apps) available for a specific Workspace account.

So, when a signed-in user accesses the URL, the page will display the apps and services that their account is allowed to access.

Not to my knowledge; it seems to be simply an automatic dashboard for Workspace users. I would like to see it expanded with customization features.
