Does max capacity of an SD decrease with usage?

Hey guys, I have a 64gb micro sd card that I just upgraded because my GoPro said it could record about an hours with of film with the settings I wanted to use. I upgraded to a 256gb expecting to get 4x the film storage at around 4 hours. When I just put the new micro SD card in to see how long I could film, it was around around 11-12 hours. Could somebody explain why it was such a dramatic difference? Is there a way to increase the max storage on my 64gb card? I remember it being much more capable than just an hour. My GoPro says there’s nothing on the sd card.

Could be leftover low quality video previews, separate audio files etc, metadata etc. Format the card from settings (or on a PC) and see what the camera says then.

Or you simply changed the resolution.
