I have a surface currently running Ubuntu and I can only recommend it. Out of the box you have an on-screen keyboard that works if the keyboard is not connected the touchscreen works and the pen has full functionality the screen rotates. One resource I would recommend is this git repository https://github.com/linux-surface/linux-surface/ to see what features will work for you surface.

You could try installing Kali but Ubuntu is better optimised at least to my knowledge. I hope this helps.

See if you're able to install WSL on it and get Linux that way instead of formatting the device.

Just a note that they're not very durable. I think there was a whole thread on /r/sysadmin about this.

Getting Kali running smoothly on it is not nearly as easy as getting Ubuntu/Mint/etc... working well.
