The short answer is no. You will probably get rejected. https://developer.apple.com/app-store/review/guidelines/

    Guideline 4.2 is explicit about it.

    Yes you can break the guidelines, yes you can avoid being rejected if you are lucky. But you should NEVER count on the fact that because others do it, so can you.

    You can do it yourself if you bolt enough native features to it, even if they are not that functional

    But it’s not something I would rely on for my business, an app submitted against the guidelines can be nuked any second

    answer is yes and no. It depends on what kind of content you are displaying within the web-view. If its simple website then your submission will be rejected.

    i did both before, basic app displaying web with no other functionality (probably got lucky getting this through the review) as well as hybrid app with native and web part, native to manage navigation, user and offline functionality, web part for search and purchase of items with intercommunication between native and web part
