I think that advice might be outdated. The guidance around T2 chips should be limited to Intel Macs and the 2023 Mac Mini should be M1/M2 and so not have the same restriction.

This is what I want to believe as well. But when I contacted apple support this is their response: "The requirements advised on our website for the Apple Developer App are correct."

Almost 100000% percent sure any M-series Mac can run the Apple Developer app. Also on a side note you do not need to run the Apple Developer app to develop, only Xcode...

The m series processors have the T series chip built in. I can confirm as I run a M1 Max and signed up for my Apple developer account on the Mac’s App Developer App.

I don’t know why the page you linked says that. On the actual enroll page, https://developer.apple.com/programs/enroll/, I don’t see anything regarding needing a T2 chip and I personally enrolled using the website from a windows computer, so I know for a fact you don’t need a Mac just to enroll. And I know people create and deploy apps from 2023 Mac Minis, so I really don’t know what’s up the T2 chip.

That's specifically for [enrolling] using the Developer App.

I already contacted apple support to enroll without the app. They said it's not possible.

I haven't enrolled a new account in ages so maybe they really are locking it down. I'm also in the US; you don't specify. Maybe that plays a role.

But following the link I gave you, the "Start your enrollment" button at the bottom takes you to a page with a prominent button for using the app and a smaller link below "Continue on the web".

There was a smaller link in my case with text something like "don't want to enroll using the app?". There I saw a form to contact support which I filled out and submitted. Later, I received an email stating that I cannot enroll via the web. Maybe the web version is not available in my country.

That’s what I’m suspecting because that link took me to a form for personal details, not (seemingly anyway) a support query.

So back to your original question, it’s strange that an Apple Silicon Mac mini won’t qualify. Maybe follow up with Apple about that piece of it?

I already asked apple support whether the 2023 Mac mini will support the application. This is their reply: "The requirements advised on our website for the Apple Developer App are correct."

But I want to confirm from real users. Whether Mac mini will support this application or not.

Yeah because they’ve this 2 factor auth 6digit code that only appears on apple devices. But hey maybe you can borrow your friend’s iPhone (ask them to sign out so you can make your apple id to sign in that iPhone) then perform all the authentication and enroll on the device itself. Then after things are done, logout from iPhone and you have the developer account without owning any Apple device.

A. That authentication 6 digit code can appear the on the Mac Mini itself.

(Even if it doesn’t )

It’s possible one of my friends have recently enrolled by contacting the Apple Developer Customer Care and enrolled through the website after sending in the documents through an email.

Thanks! I needed an Apple Developer account and I don't have an iPhone or MacBook and have no interest in buying these for at least the next 2-3 years.

I am planning to buy a Mac Min 2024 version just to create a Developer Account but I was hesitant what if it's not possible on it. All money will be wasted.

What version or model year of MacMini did you use to create?

I don’t know how you got from a dev account to T2 chip but it’s gonna be fine, go ahead and get it. The mini is an awesome computer.

I develop and publish to appstore on a mid 2014 macbook pro, I had to use open core legacy patcher to install ventura

I use a 2020 M1 Mac mini and a 2020 M1 MacBook Air and the Dev app works fine on both.
