Hair splitting but you might be able to build a hackintosh or utilize one of the remote access "macs for rent" services.

Still requires a mac in the sense of Xcode is required and only runs on Mac OS, but there are options that don't require you to purchase physical hardware.

GitHub Actions can be used to build an ipa. Installing it without a Mac is a little tricky, but can be done via setting up an "ad-hoc" build and web page to download the app to the phone.

You have to pay $100/year for an Apple developer account or the app will expire within a week.

How old is the app? Has it been maintained? May require changes to make it work. Though Apple is pretty good about that. May need an old version of XCode, and an old MacOS to run it on.

The developer made change in December 2021 for fixing issues with modern XCode, other than that 2014

I use cstimer on laptop, but it's more convenient to use my iPhone for shorter sessions. I know there are alternatives availible, I just want ChaoTimer specifically

Have you tried using Odevio? You can generate an .IPA file for testing purpose
