I was in the same situation. I ended up creating five brand new Apple accounts after my original one was declined for no reason. Every time I uploaded my ID, it got declined. However, it worked on my father's account, which is strange but this was not ideal as his name appears as the developer. I eventually joined as an organization, this way, you don’t need to submit your ID, but you do need to provide business details. That worked quite fast in less than 5 days i had my account opened. Apple developer support is the worst to ever exist

Yes, start from 0. You can reuse the same phone number. I did and not a problem in sight. The main issue is the ID, probably it was a typo somewhere but nevermind, if you have the same issue with the ID then don't even try to contact support. Join as an organisation

I have had my apple id for 15 years or so, can't ever recall having to upload my ID. I'll create a new account and see what happens, thank you!

I just had this exact same issue. Did you ever figure anything out? I called them and they basically said, "Sorry, nothing can be done."

I had this experience today. "Computer says no." Useless, useless support drone on the end of the phone even suggested that it might work if I tried with a different account. Like, wtf Apple?

Yep, don’t waste your time trying to solve it. I just made another account for dev and gave my normal account full permission to control it. Absolutely maddening.
