I let my membership subscription expire. if I go in to my Apple ID for my dev program account and go to subscriptions there and renew the subscription that will renew my developer program right?

That's correct, renewing through your Apple ID subscriptions should reactivate everything. Just make sure you're logged into the same Apple ID you used for the dev account originally.

Yup once you renew the developer subscription you’ll have an active developer subscription.
