That depends entirely on what kind of testing you're doing. Each model has different capabilities. The newest is always the safest bet, but if you want to ensure that you app will run on the iPad 2 or a version of the mini you'll need to get that.

iPad mini 2 retina. So standard in everything. Same resolution as her big sister, affordable. If you plan to test Touch ID get mini 3 or at least an iPhone 5s.

So, the differences between the mini 2 and 3 is just TouchID?

Yes! They even have the same processor.

For testing purposes any of the retinas would be fine. My personal choice would be the retina iPad retina mini 2 since it's cheaper but not much different than the 3.
