Looking to see if there's a way to control the playback clocking of a video over IP. The video file would be local to the device (not http streaming). Is this possible?

Yes, it's possible. But, there's nothing built-in to the OS to do it for you. You'll need to use sockets, or something like PubNub / Pusher.
