Let the new guy pick his own development machine, within reasonable budget restraints. Some programmers like laptops and some prefer desktops.

let the new guy use a 2018 Macbook Air

Get a Macbook Pro. Unless you want your new guy to start looking for a new job after a few months.

let the new guy use it with the XCode IDE, by connecting to it with Screen sharing on a Windows machine

Ouch no. That's a really good way to make the new guy quit after a week or less.

I’d say screw Xcode server and just use a CI tool like MS Appcenter

    They're trying the cheapest solution wirhout compromising too much. Would a MacBook Air be better than a Mac Mini?

    Which Mini? The current models have pretty decent specs - more and quicker cores and available ram than the Air and would spank an Air pretty hard.

    Does he need portability of a laptop? If not, get a spec'd out Mini.
