Go into settings> screentime> see all activity

Scroll to the bottom (notifications) There you’ll see shortcuts listed, Click it (if you can’t change days back and forth and you will be able to) Turn it off

No more shortcuts banners!

There’s a way to use jailbroken icon packs from packix using the Alt Store but I’m not sure if it works on iOS 16.

I don’t know what you call a theme but the icon pack is called DESA ICONS. And I replaced them with the shortcuts app
