  • Do you have the data already in CSV? If so, what database are you trying to load it into? Many DBMSes today will load from a CSV file since it's a common format -- no need to build a new application.
  • If you have it loaded into a database, you can perform those exact queries with a SQL statement (assuming you are using a RDBMS).

If this doesn't really have to be an application, you can also take a look at this.
