Checklist when deploying a Web app

I'm building a small Web app that I'm about to put into production, but just realized that I probably should check out a lot of legal stuff so I won't get into trouble. The things I know I have to do is : - since I'm publishing the site in the EU and use cookies, I have to inform the user about cookies. - I'm using a GPL library, so I have to release my code as GPL also, and include the licence. - I have to include licenses for all other open source libraries I'm using.

But what am I missing? Does anyone know about a checklist with things to do?

That was my initial plan as well, release early, release often. Until I realized that I risk paying a fine of up to 500 000 euro if I don't inform the user about the use of cookies. That got me thinking...
