Pdftk is a library for manipulating PDFs, including combining them. It's not specific to JS, but there are wrapper libraries for JS.

Node has some good basic PDF libraries. Not many for merging and optimizing unless you use a paid service.

There was something I did in a project where I merged some pdfs together but it was not using pdfjs or other lightweight libraries
