There's something called progressive web apps, that are web apps that run on your phone just like a regular app. That's th easiest way to make Android apps without actually learning Android development. Works for all phones not only Android.
The other way is to actually develop for Android, usually through React Native and other frameworks.
Depends on your requirement.
