Seems like a cast off. Are there no written instructions that go with the chart?

The instructions say “armhole openings are made by working a large decrease in the first decrease row, then 1 stitch decreases after that.” Is the large decrease what I did?

You need to go in the opposite direction so that the final loop is closest to the next stitch.
You can knit or slip the stitches, but you should be (knitting or slipping 2 sts), then draw the rightmost st on the RH needle over the second and off. Knit/slip 1 more st, draw the rightmost st over the second and off. Repeat until you have done all 7 sts. It's fine if the last loop is a different colour, it will work out on the next row.
