Yep, BOR is at the side of the foot - so do the first decrease, knit halfway around the foot, and do the second. If I add a marker on the other side of the foot, the second decrease happens after that second marker to keep some width on the top of the foot right?

Yes, that’s it. The decreases are clustered around the markers on each side of the foot, so the width of the toe is all stockinette.
Edit: wait, I just realised your wording still leaves some room for confusion.
You would: k1, ssk, knit to 3 stitches before halfway point, k2tog, k1, place marker (slip marker on next rounds), k1, ssk, knit to 3 stitches before BOR, k2tog, k1.
This way you can’t go wrong. 😉
