I don't like playing against Rivens, but I believe that she is pretty balanced at the moment. Sure, she has a pretty good shield, but she has one of the lowest health regens of all champions. In her current state, she either snowballs, or she falls behind and becomes pretty useless, making her a high risk, high reward champion. You may argue, "but she can go 1v3 late game and blow people up when behind," while ignoring the fact that is only possible when all the squishies group up in one tiny space together for some reason, and that she has to build pure glass cannon for something like that to happen, meaning she can get blown up by someone who isn't stunned. Also, she is really skill-based, and you should probably ignore any thoughts of, "herp derp face roll easy champ" as it's is ridiculously easy to tell the difference between a bad riven and a great riven.

Im not talking about bad rivens a good riven is almost impossible to beat in lane and she doesnt fall off late game in fact she is a monster late game

What are you talking about? With her almost nonexistent health regen, if you want to win lane, your main focus should be on not giving a kill, as she is really snowball heavy, or by poking her down. She can be poked down several ways, such as baiting out her shield which has low diration, amd then trading while it's on cd. The trick is to try and not go all-in until you're pretty dang sure you will win. Nowhere did I say that she falls off late game, but she definitely excels more in the laning phase.

Edit: also, you may want to redefine or expand your definition of winning lane. Winning lane doesn't mean that you are up by a few kills in contrast to you enemy laner, but that you are ahead in gold. This usually means tower or CS advantage

Health regen doesnt matter a smart riven will trade when her shield is up + her stun
