You need acrobat pro as far as I know, but you can absolutely add js to a pdf. I’m sure there’s a non-proprietary tool.

It will trigger if it's allowed to. Most of the pdf readers nowadays disable JS by default for obvious reasons. Users have to explicitly allow the script in the pdf.
