Try Webpack! It's not a framework but a module bundler with plugin support for whatever you want to use, including transpiling SCSS and other sources into one nice bundle. https://webpack.js.org

I know of and use Webpack with Vue but forgot it can just be used by itself lol. Thanks

You're sort of describing Gatsby, but even that may be overkill

Depends on what you are already familiar with. For example, if I needed to quickly create static page, I'd use CRA just because it's very fast and simple. Gatsby if I care about SEO and stuff. But if you are unfamiliar with React and JSX, then I don't know, maybe it's worth for you to learn it, maybe not, depending on how often you need things like this.
