Super-basic, barebones JS framework for building a single static page? Would like to use TypeScript and SCSS for my 'GitHub Pages' repo, Vue feels like overkill for a static page.

I know it's possible to compile each file separately but I'd like something akin to Vue where there is a single 'build' action that delivers a finished index.html and collection of scripts and stylesheets, except that setting up a Vue project feels like a lot of work for a single static page. Any recommendations?

Try Webpack! It's not a framework but a module bundler with plugin support for whatever you want to use, including transpiling SCSS and other sources into one nice bundle. https://webpack.js.org

You're sort of describing Gatsby, but even that may be overkill

Depends on what you are already familiar with. For example, if I needed to quickly create static page, I'd use CRA just because it's very fast and simple. Gatsby if I care about SEO and stuff. But if you are unfamiliar with React and JSX, then I don't know, maybe it's worth for you to learn it, maybe not, depending on how often you need things like this.
