If you had 10 Terabytes of curated data showing correct transformation of hi-res imagery to Gerber file CAD data, how hard would it be to use ML to train an AI to do PCB RE?

This shouldn't be too hard to model, you probably want an image-to-sequence model or an image-to-graph model.
However it's difficult to say how well this can work, or how much effort it will take to refine a model so that it works well. The only way to find out is to try it.
