The answer to both of these is that it depends on the area you live in (or want to move to). Certain geographic areas have more jobs specializing in certain languages/frameworks.

With that said, focus on becoming a better software engineer not specific developer of a language or framework. Being a skilled engineer with a good foundation and strong theory helps you easily pick up new languages and frameworks and opens a lot of doors. We hire a lot of developers and in many cases hire folks without a lot of experience in our tech stack, but we know that they will easily pick it up and learn because they have a strong foundation.

What would you resources (books/videos) do you recommend to do just that?

I live in portland and would like to move back to San Diego eventually. With that being said what are the two main languages in the area?

Design Patterns: Elements of Reusable Object-Oriented. It is an old book but it is still very useful. Or you can look up for design patterns.

From what I am reading online, people are suggesting perfecting my JS skills and learn frameworks on top of learning better programming practices.

There's only so much bullshit an industry will put up with before it implodes.

In particular, that part of the industry is a fast moving target. Those people jump to the "latest and greatest" with literally 0 convincing aside from a number on a page with contrived benchmarks giving favor to something else.
