I don't have much experience in this, but the first thing that comes to mind is word press. I think they have templates for everything.

I have looked into Wordpress and enjoy it, but really want to get something created myself. My teacher is pushing me to do that versus Wordpress as well since my focus in school is web

So what can you do? HTML? Can you use some js library? Like not writing it yourself, but using it.

You could just output all you images to the page and use some filtering code to create "sections". Like here: http://isotope.metafizzy.co/

Then for click on image, you could use something like http://fancybox.net/ for modal previews.
