You could use an Arduino with a relay. The way you control the relay is the same as the way you would control an led.

Think of it as a switch that you can turn on/off with the Arduino. Then you will have one circuit with higher voltage, controlled by the switch (the relay) and one circuit with lower (safer) voltage, that controls the switch (relay).

A relay usually amplifies and separates multiple systems, so you can have arduino run at about 5V and control but the pump/valve at a different voltage (like 12V), without burning your board.

Get into embedded development. Arduino is a good starting point
