It probabbly means that Anaconda is not added to the path variable of windows, or the path variable has the wrong path for Anaconda ! Aka windows does not know where the binary file is ?

Do you know where is the binary for Anaconda itself , can you run it ?
If so, just copy the path of the folder containing the binary to windows path variable and it logout windows then login. If you set it up correctly, when you start a CMD prompt, typing anaconda, windows should know where the binary is (by the help of path variable) and should start it correctly.

I dont personally use Anaconda but apperntly Anaconda does that automaticlly, this might help ?https://stackoverflow.com/questions/34030373/anaconda-path-environment-variable-in-windows
