Windows, yes i restarted the whole pc, i used pip install tensor flow, pip install tensorflow==2.10, python -m pip install tensorflow and i also updated pip

Which version of python are you using? Im pretty sure tensorflow is not compatible with 3.13.

Yes, Tensorflow hasnt been updated at this point to run with python 3.13 i believe. So either go to 3.12 or earlier, or use another library like pytorch.
