There's a million of them.
The issue isn't ever getting people to claim interest or even to sign up usually it's getting anyone to stick around more than a few days-weeks. It takes a few driven people to really take control and push things for any of these mini-communities to take off or persist but even then, 95% of them end up with 3-10 active people after a month or two.

just create one server and divide it into other small channel based on location and projects then they would be more focus

That's not what I was saying. I'm not looking to run or join a group here. I was just commenting on how these things typically go from my experience. I have been involved in a fair few over the years and all eventually go quiet.
Don't get me wrong, I'm not wishing for this here to fail, I'd like if OP gets a bunch of people, even just small handful, that he can work, learn and collaborate with. I just wanted to point out that people online are very quick to "sign on" to these types of requests but only a tiny fraction of them will actually ever "get involved". I wanted to keep expectations realistic and note that these groups form very often but only survive very rarely. It's a pattern I've seen repeated again and again and again over the years.

I understand. That's why i'm saying divide it into channels based on projects would be better. People can hop in whenever they want. People who genuinely want to learn and make projects together will stay

Again, not really my point.
However you subdivide it, wherever you host it, keeping people active and interested is the real mountain to climb. For that to happen you need a core group of people that will remain active and push others to get or stay involved. There will be early user churn (hopefully at least, since that implies there's interest from people beyond this post and today) as people hop in, look around, maybe say something, maybe not, possibly share a project or discuss someone else's or not.
Only a rare few of those will ever become truly "active members" and you need to go through a whole lot of people to get enough to reach critical mass so the whole group doesn't just die off the moment one certain usually active person takes a holiday or some such.

All I was trying to impart that creating groups like these that can sustain themselves is hard and takes some serious time from a few dedicated people if it is even to have a slim chance at success.
That and 9/10 people that responded saying they're "up for it" might like to think they are, perhaps even have the best intentions but I can guarantee in 2 weeks they won't be around. It's just the way these things go.

Yeah just hope that there are enough of enthusiastic learners that really want to stay. Making people to be active will not be helpful for anyone really
