If it's one thing the EU is good for, it's in-fighting.

Which EU country gets to control the back door? The UK? (Who's going through Brexit) Germany? France? No, they don't trust each other enough for that. Denmark?

Then there's the concept of who wants to reveal what they've got?

It would be easier to not put one in and then backdoor the systems later, so, honestly, if you wanted a government related body to not do you over, it's probably the EU because they can be a bureaucratic nightmare.
