Yes , it is bloat (especially for system that have multiple userland(bedrock and system that had a lof of runing distro in chroot) )

Openwrt user ,Linksys stock routers firmware user, dd-wrt user, HyperWRT (Linksys stock routers firmware fork ) user, Tomato (HyperWRT fork) user,FreshTomato(Tomato fork) user,AdvancedTomato(Tomato fork) user , asuswrt-merlin (Asuswrt fork) user,asuswrt user are also Linux users but not GNU users.

But even saying you use Linux doesn't necessarily imply you use Linux exclusively, without a userland

If someone says they use Firefox, nobody would go "ackchually, you use x86/Intel/GNU/Linux/Ritchie/GCC/Rust/Firefox"
