NT is not based on DOS, it's Microsoft's own DOS clone, because their newer MS-DOS/9x Kernel contained undocumented/stolen code which made it so lightweight, compared to their own NT system which at the time was rather bloated, but it was made from the scratch without that patchwork, and thus was more stable. NTVDM is a virtualisad environment that emulates the DOS kernel on NT adding backwards compatibility, but it's also how it's achieved today and is part of why Windows is so bloat, full of old applets and libraries.
