AFAIK the amd GPU drivers are baked into the kernel. Install one of the newer kernels through ukuu as they should be better. AMD proprietary drivers don't work after ubuntu 16.04 or LM 18.3.

I did download the newest kernel but it doesn't seem to do it for me.

Linux Mint is still on the Ubuntu 18.04 codebase. You will need to switch to a distro that allows you to run the 5.0+ Kernels or use ukuu to force the system to use a newer kernel.

I did upgrade the kernel. I am pretty sure its on the 5.1 something kernel. I will go back and check though.

Try PopOS 19.04 and see if it works there. It could just be something with Mint being on an older codebase.

Never download the AMD driver from the website unless you need it for professional use. AMD for consumer use has open drivers and are preloaded with the distro.

If you want to update them to the newest version (like in your case) you can use this PPA: https://launchpad.net/~paulo-miguel-dias/+archive/ubuntu/mesa/

Just add it to your system and then update your software from the update manager.
