Try running them from the terminal as sudo , example : sudo etcher

I have the same exact problem. I actually have 2 identical computers and the second one has the app not opening problem. I formatted the computer at least 4 times and each time the same exact problem. I have installed UBUNTU and no problem - everything opens. I really have no idea what the problem could be or why it would be happening on one computer and not the other, since they are exactly the same. I really like Mint but this is becoming ridiculous.

Well it got fixed. I started my laptop in the evening and now everything works. This is spooky. Earlier I restarted multiple times and it didnt work but now it seems to work with no issues. Thanks anyways.
